Members of the construction industry, the campaign for your first declaration is open!

From July 1 to July 31, you can declare the marketing of your building products and materials. This first declaration covers the period from May 1 to June 30, 2023.

An obligation for marketers

As a marketer, you have an obligation to manage the end-of-life of your PMCB products and materials. Indeed, since the operational launch on January1, 2023 of the EPR (Extended Producer Responsibility) channel, set up since the Anti-Waste for a Circular Economy (AGEC) law of 2020, you are obliged to recycle construction products and materials that have been placed on the French market. This EPR sector is based on the compulsory payment of an eco-participation fee included in the price of your new products and materials. It helps finance the collection, reuse, recycling and recovery of building waste. It is then paid to government-approved eco-organizations such as Ecomaison.

Understanding the obligation to declare

Since May 1, 2023, as a manufacturer in the building sector, you have been applying the eco-tax to your prices and invoices. To comply with regulations, you are required to declare the amount of this eco-participation by product and material.

Which products are covered by the declaration?

The declaration concerns all products and materials in your stock, invoiced on or after May1, 2023, and intended for permanent installation or assembly in a building, or for use in fittings.

These include primary building materials, roadway products, structural masonry, carcassing and framing, waterproofing, joinery, insulation, ceiling partitions, facades, floor, wall and ceiling coverings, hardware, paint (not included in the Specific Diffuse Waste EPR), sanitaryware, electricity, heating and masonry garden elements.

How do you apply tariffs to your products?

You have the option of applying the price according to the weight or volume of the material, or according to the unit of sale of the product. 

To help you make your declaration, Ecomaison provides you with suitable tools and a simple scale:

  • The Tariff Guide, to find the list of products and materials concerned, as well as their associated tariffs by weight or sales unit.
  • The Product Code Generator, enabling you to find the Ecomaison codes for each product and its associated price in the unit you use (kg,m2,m3, unit).

Ecomaison takes you step-by-step through your first declaration

The declaration must be made on your account in the services area.

  1. Log in to your account and make your declaration via the notification, the "Declare to Ecomaison" tab or by clicking on the "declaration" button.
  2. Please enter your declaration and payment details in advance.
  3. Click on the "declare" button for the period concerned (May 1 to June 30, 2023).
  4. Import or enter your product codes and functional units
  5. If you have nothing to declare, click on the "Nothing to declare" button.
  6. Remember to enter your company's internet order number, if you want this reference to appear on the invoice we send you.

Once your declaration has been made, it will be invoiced with a payment due date of August 15, 2023.

Focus on simplified declarations

If you generate less than one million euros in sales from the marketing of building products, you have the option of switching to the annual system. In this case, your 2023 marketing declaration will be made in January 2024.
