The unified response of several eco-organizations to the new AGEC law system

Citeo, ecosystem, Eco-mobilier and Refashion are providing their member marketers with a common framework for waste prevention and product eco-design plans, in response to a new obligation under the French Anti-Waste for a Circular Economy Act (AGEC).

A concerted response to this new legal requirement

Article L 541-10-12 of the AGEC law, enacted in February 2020, specifies this: "Every producer is required to draw up and implement a prevention and eco-design plan with the aim of reducing the use of non-renewable resources, increasing the use of recycled materials, and increasing the recyclability of its products in processing facilities located on national territory." This measure, which aims to accelerate initiatives in favor of the circular economy, is a major requirement for marketers. As part of their support role, four separate eco-organizations have collaborated to design a common framework for these plans, aimed at marketers:

  • Citeo for the management of household packaging and graphic paper,
  • ecosystem, for the management of waste electrical and electronic equipment,
  • Eco-mobilier for the management of household objects and materials: furniture, bedding, toys and DIY and garden items,
  • Refashion for the clothing, household linen and footwear industries,

There are two major advantages to this pooling: on the one hand, it disseminates the best eco-design practices of each sector, and on the other, it provides a single framework for prevention and eco-design plans for marketers whose activities span several sectors. "Some distributors sell furniture, household linen and even electrical appliances. This will enable them to use the framework throughout their organization, with greater practicality and efficiency," says Pierre-Marie Assimon, Deputy Director of the Environmental Performance, Projects and Quality Department at ecosystem. " The challenge of prevention and eco-design plans is to take into account the product/packaging pairing for optimum reduction of environmental impacts," adds Valentin Fournel, eco-design director at Citeo.

A common framework that adapts to the situation of each marketer

The common framework will be made available to marketers by their eco-organizations this autumn. The model action plan takes up the design axes targeted by the article of law: increasing the integration of recycled materials, reducing the use of non-renewable materials, improving recyclability. The model also offers the possibility of going further in all stages of a product's life cycle, for example, by extending its lifespan. " This common framework allows each marketer to adapt the plan with specific objectives and methods of action according to its sector and its maturity on the subject of the circular economy," comments Benoît Godon, Eco-design Manager at Eco-mobilier. The construction of their five-year waste prevention and eco-design plans should encourage marketers to deploy concrete, innovative measures in favor of the circular economy. " These plans formalize each manufacturer's commitment to preserving our natural resources," concludes Adèle Routhiau, eco-design project manager at Refashion.
