PMCB chain: deployment on January 1, 2023

As the start-up date for the new EPR system for building waste (PMCB) approaches, the government and the four approved eco-organizations (ECOMAISON, ECOMINERO, VALDELIA and VALOBAT) are keen to raise awareness among all players in the building sector.

Whether they are marketers, holders of waste from construction sites, building waste managers or local authorities, on the gradual deployment of this new PMCB channel.

PMCB sector

Once the eco-organizations have been approved and the precise list of products covered by the eco-contribution has been published, the PMCB sector will be deployed from January 1, 2023.

  • For producers of construction products and materials in the building sector:

    By January 1, 2023, all producers of construction products and materials in the building sector must be in a position to meet their responsibilities for construction products and materials by joining an approved eco-organization. The companies concerned must also prepare to integrate their eco-organization's eco-contributions into their information systems. To facilitate implementation, the eco-organizations have also decided to apply the eco-contributions to products invoiced from May1.

    At the same time, the eco-organizations are responsible for assisting the companies concerned in their membership procedures and in obtaining their unique identifier, proof of their regulatory compliance.
  • For holders of waste from construction sites and waste management operators:

    A roll-out of waste management will be organized from January1, 2023. It will be carried out in consultation with stakeholders, in particular on the following terms:  
  • Waste sorting instructions, 
  • Common standards for separate and joint waste collection, 
  • Traceability requirements common to the entire PMCB sector,
  • Common geolocation of recovery points,
  • Communication and training. 

From now on, the eco-organizations will be signing contracts with trade waste collection centers on the one hand, and distribution outlets on the other, in order to provide a territorial network of free take-back points for building waste. Within this framework, the eco-organizations aim to sign contracts with 500 collection points for this waste by the end of March 2023, based on distribution and professional waste collection centers. Finally, by the end of 2023, the aim is to roll out 2,000 voluntary drop-off points at retail outlets and almost 500 trade waste collection centers. This system will provide local solutions tailored to the needs of construction companies and craftsmen, ensuring that construction waste is properly managed. 

  • For local authorities:

    Local authorities will soon be offered a single standard contract for their waste collection centers, harmonized by the 4 eco-organizations. The contract will be drawn up in consultation with associations representing local authorities at the beginning of January.

    In line with the ambitions of the AGEC law, the government and the four eco-organizations involved in the PMCB sector are mobilized to deploy circular economy loops, in order to develop the reuse and recycling of construction waste, and to combat illegal dumping.

    The government will review progress with the eco-organizations to ensure the proper deployment of the PMCB sector before the end of March 2023.
