Used furniture - contract with local authorities: tripartite cooperation for optimal collection management

Paris, June 1, 2018 - Re-approved by the French government since December 26 to organize the reuse and recycling of used furniture, Eco mobilier has been pursuing tripartite consultations with local authority and operator representatives since January to finalize the local authority contract. Here's an update on the discussions still underway with the French government and representatives of local authorities.

Towards optimal collection management ... A few figures

The 4,000 collection points (public drop-off centers, social and solidarity economy platforms and voluntary distributors or professionals) equipped with a skip dedicated to Waste Furniture Elements (WFE), at the end of 2017, made it possible to collect 530,000 tons, 93% of which were recovered.
For its new accreditation, Eco-mobilier is implementing the necessary resources to aim for "ZERO landfill" of WFE and thus improve the environmental performance of the sector, while keeping costs under control. With this in mind, Eco-mobilier has drawn up a territorial contract for used furniture, with the aim of clarifying the way in which collection is organized with local authorities, based on precise criteria such as collection conditions and the performance of used furniture skips. The aim is to improve collection performance, which is essential to minimize the environmental impact of the sector. The multi-year used furniture collection contract has not yet been distributed to local authorities. In fact, Eco-mobilier is continuing discussions to finalize this contract with the Ministries that signed its agreement, and with representatives of local authorities and operators. The aim of this consultation is to provide the essential details on how to organize collection from local authorities (accessibility of drop-off centers, filling of skips, collection requests), to ensure that logistical resources are managed in an economically and environmentally efficient way.

To ensure continuity of service: an annual contract for 2018

As of now, in order to ensure continuity of service and not penalize local authorities, Ecomobilier is proposing that local authorities sign a contract for 2018. This transitional contract will make it possible, on the one hand, to continue the operational rollout at drop-off centers that have not yet been equipped, and, on the other, to proceed in the short term with the half-yearly declarations for the payment of financial support. At the same time, a support project has already been launched for the organization of collection. On this point, representatives of local authorities and operators share Eco-mobilier's view that there is room for improvement. This tripartite assessment of the collection situation will give rise to recommendations. Eco-mobilier is continuing discussions with the Ministries that have signed its agreement and with representatives of local authorities and operators for the 2019-2023 contract.
