Do you sell wood panels? Remember to include the eco-tax!

Since July1, 2024, all melamine-faced and MDF panels with decor have been part of the Extended Producer Responsibility (EPR) scheme for furniture components, and are therefore subject to eco-participation. 

Are you a building materials retailer, distributor or fitter? Do you sell decorative panels as part of your business? Good news: Ecomaison is approved for both sectors - Furniture and Building Products and Materials - giving you a single point of entry for all your declarations. 

Eco-participation: an obligation for decorative panels too

The eco-tax helps finance the collection and recycling of end-of-life products, thus promoting the circular economy. Decor" panels (melamine surfaced panels and MDF with decor) must be declared in the Furniture sector if they are not permanently installed in a building.  

This obligation mainly concerns : 

  • Do-it-yourself superstores and retailers who sell these panels to individuals; 
  • distributors who sell to professionals and carry out cutting, unless their customer can prove that they have already fulfilled their obligations.

Display eco-tax and manage exemptions

Companies selling furniture components must display the eco-participation on their sales documents, cf.article L.541-10-21 of the French Environment Code.  

As a distributor or retailer, you are required to display the eco-tax on all your sales documents (catalogs, price labels, invoices, sales receipts), whether for in-store or online sales. This display informs your customers of the amount of eco-participation applied to their panel purchases. 

If one of your professional customers has a unique identifier for the furniture sector, you can exempt them from paying the eco-participation fee. To do so, they must provide you with a certificate from their eco-organization proving that they have already assumed this responsibility. 

Dual-use products: the allocation of the eco-tax depends on the product's end use.

Who are the marketers?

  • Manufacturers and industrial producers of Frenchproducts and materials 
  • Importers: retailers, wholesalers, distributors 
  • Distributors who sell products and materials within the scope under private labels
  • Remote sellers, marketplaces for third-party sellers without IDUs
  • Potentially any craftsman or construction company that manufactures or transforms for a worksite, for the PMCB sector.
